Available to a student loan borrower who is unemployed and is currently receiving unemployment benefits.  The borrower is also eligible for an unemployment deferment if the borrower is working part-time, but seeking full-time employment.  If the borrower is not receiving unemployment benefits, he/she must register with an employment agency.
